Working offshore in Angola: access, visas and alternatives
Crew member, technician or visitor? Know what to check for employment, immigration, maritime documents and mobilisation.
Offshore describes where work takes place; the access route depends on the person’s role and status. An Angolan applicant, a foreign technician and a vessel crew member may need different documents. Start by identifying the role, installation or vessel, employer, duration and transport method.
From role to embarkation clearance
Vessel crew member
Validate category, maritime documents, fitness and formalities with the agent and authority.
Installation technician
Validate employment and immigration status where applicable; confirm installation requirements.
Technical intervention or visit
Describe the actual task. Confirm whether it involves work and the required entry status.
Check immigration + professional documents + training and fitness + operator acceptance. Then confirm transport and accommodation.
Nationality and residence status must be checked in each route.
1. Four checks before mobilisation
Organise the file around employment, immigration status, maritime requirements and operator acceptance. Record who approves each part and what evidence is needed. A safety certificate, visa or helicopter booking alone does not establish that every condition has been met.
| Area | Check |
|---|---|
| Employment | Employer, role, contract, pay and rotation. |
| Immigration | Nationality, current status, authorised activity and validity. |
| Maritime | Onboard category, professional documents and applicable AMN or port-authority formalities. |
| Operator | Medical fitness, accepted training, induction, equipment and access clearance. |
2. Installation technicians and vessel crew have different processes
For a non-resident foreign technician hired to work, assess the work visa and employment arrangements. For a foreign resident, check the residence document and applicable conditions. For an Angolan citizen, the assessment focuses on employment, qualifications and operational access, without an Angolan visa application.
For someone serving as vessel crew, confirm the category, seafarer document, professional certificates, medical fitness and applicable embarkation or disembarkation formalities. AMN and port authorities are institutional points of reference. Documents vary by role, flag, operation and vessel type.
Commercial terms such as seaman visa or transhipment visa should be mapped to the actual immigration procedure confirmed by SME. A seafarer document must not be assumed to grant general work permission. Do not automatically apply procedures from repealed legislation to a current mobilisation.
3. Are there alternatives for short assignments?
A short task does not by itself create an immigration exemption. The border visa in Article 60 of Law 13/19 covers unforeseen, substantiated situations such as equipment assembly or after-sales technical assistance, subject to its own limits. Despite its name, the short-duration visa does not authorise paid activity.
For an urgent intervention, provide the responsible company and SME with the exact fault or task, duration, location, technician, entry arrangement and contractual context. Scheduled maintenance and regular rotations should be planned under a route that actually accommodates them.
If your goal is a first offshore job, look for roles matching your experience, including maintenance, logistics, catering, operations and onshore support. Additional training should respond to the requirements of an identified vacancy or employer; buying a course does not guarantee employment.
4. Training and medical fitness required by the operation
OPITO’s T-BOSIET is an initial safety and emergency-response training standard for tropical offshore environments, including helicopter travel. The operator should confirm the course, variant, breathing equipment and certificates accepted for the installation and transport involved. BOSIET, HUET, FOET and STCW should not be treated as interchangeable names.
Confirm the accepted medical certificate, training provider and document validity before paying or booking travel. Fitness to participate in training and medical fitness to work at an installation require separate confirmation. Budget these operating expenses and identify their source: role, transport, operator or applicable regulatory requirement.
5. Petroleum-sector documents and rotation planning
MIREMPET’s SIASP publishes conditions for visa-opinion requests: foreign companies with a Programme Agreement and current human-resources development plan, and registered domestic sector companies with approved access. Confirm the employer’s category and the procedure applicable to the worker.
The mobilisation file should connect immigration and professional documents with the mobilisation letter, operator contact, embarkation point, manifest or booking, onshore accommodation and return plan. These latter items are operational controls whose precise requirements must be confirmed with the operation.
Track visa, passport, medical, training and rotation dates. Plan for delays, illness, transport cancellation and contract termination. Include onshore days, transfers, meals, equipment and possible remobilisation in the budget.
