Do you already have an employing entity in Angola?
Payroll/PEO can organise the cycle without transferring the employment relationship.
Compare direct employment, payroll/PEO, Employer of Record, outsourcing and contractor management. AKIU connects the employment model to onboarding, payroll, immigration and local support — with each cost identified before delivery.
Content reviewed on 3 September 2026The final model follows due diligence, not a website shortcut.
Payroll/PEO can organise the cycle without transferring the employment relationship.
An EOR structure may be assessed, subject to legal, regulatory and operational validation.
Outsourcing can frame people, supervision, deliverables and service levels.
Mobility and immigration can be delivered as a standalone scope.
The solution is confirmed after reviewing the entity, relationship, supervision, duration, role, work location, nationality and classification risk.
| Model | Who employs or engages | When it tends to fit | Commercial basis |
|---|---|---|---|
| Direct employment | The client's Angola entity | An established operation seeking direct control of employment and workforce management | One-off or project recruitment; additional services quoted separately |
| Payroll / PEO | The client retains employment | An existing entity needing processing, employment administration and reporting | Implementation + fee per worker/payroll run or monthly scope |
| Employer of Record (EOR) | Employment structure validated for the case | Market entry or a limited team without an immediately available client entity | Fee per active worker/month + employment costs and additional items |
| Outsourcing / manpower | Structure defined in the service contract | Teams, projects, variable capacity or a defined operational outcome | Unit rate, management fee, team price or hybrid model |
| Contractor management | Independent contractor or approved contracting structure | A genuinely independent service, after assessing classification and control | Fee per active contractor/process; payments and add-ons according to scope |
| Mobility only | The client's employing entity | An existing worker needing immigration, travel and destination support | Fee per case + authority and third-party costs |
The matrix supports the initial decision. Final scope, owners and exceptions are recorded in the proposal and contract.

The exact scope depends on the approved structure. The quote and contract confirm what is included, what is additional and what remains the client's responsibility.
Role, location, duration, salary, benefits, supervision, entity, nationality and target date.
Employment model, eligibility, documents, compensation package, risks and approvals.
Contract, worker file, onboarding, policies, payroll data and mobility readiness.
Time, leave, variables, payroll, contributions, expenses, payslips and reporting, according to scope.
Contract changes, renewals, offboarding, final pay, returns and closure evidence.
Contract formalisation, applicable registrations, worker file, payroll, employer obligations included in scope and execution of authorised employment actions.
Role definition, selection, day-to-day direction, validation of time and expenses, working conditions, HSE and timely operating information.
Compensation package, performance, discipline, role changes, data protection, mobility and termination planning.
Employer of Record is a commercial description, not a standalone legal category. The entity, licences, contractual model and allocation of responsibilities are validated before any employment begins.
AKIU separates the components so HR, Procurement and Finance know what they are approving, funding and reconciling.
Salary, variable work, contributions, withheld taxes, allowances, benefits, insurance and applicable provisions.
Employment administration, payroll, support, reporting and governance included in the contracted scope.
Recruitment, migration, immigration, authorised checks, mobility, benefits or specialist support.
Authorities, legalisation, banks, FX, travel, accommodation, transport, medical and other approved providers.
Commercial ruleThe formal proposal always prevails. No item is treated as included, free or unlimited without express confirmation in the commercial scope.

Predictable employment costs are funded before the payroll cycle. Any approved credit term applies only to the AKIU fee and expressly eligible services — never to salaries, taxes, contributions or third-party expenses.
Headcount, compensation, statutory costs, benefits, known variables and expected add-ons.
Changes, time, leave, bonuses, expenses and exceptions validated within the calendar.
Funds available before payments and obligations; deposit or reserve only when contractually applicable.
Fee, employment costs, third parties, taxes and FX itemised; forecast compared with actuals.
Rather than hiding variables in one price, AKIU documents how every component starts, changes, is invoiced and ends.
Activation event, active worker, mid-month joiners and leavers, and any pro-rating rule.
Configuration, historical data, integration, corrections, exceptional volume and data-quality ownership.
Minimum, volume tiers, duration, reserved capacity and discount eligibility, when approved.
Contract currency, method, calendar, cut-off, bank charges and term applicable to each cost category.

Amount, purpose, review, use, replenishment and release or refund conditions.
Change order, renewal, cancellation, offboarding, final pay, liabilities and exceptional costs.

The answers below explain the operating model. The proposal and contract govern the specific engagement.
It depends on the model. Direct employment and payroll/PEO normally assume the client's employing entity. An EOR structure may reduce the immediate need for a client entity, but only after validating the specific case.
With EOR, the formal employment structure is defined for the worker; with payroll/PEO, the client retains employment and delegates administration; with outsourcing, people, supervision and deliverables follow the service contract. The actual allocation of responsibilities must be documented.
No. Salary and other employment costs are client-funded components separated from the management fee. The invoice identifies each category according to scope and applicable law.
Predictable employment and payroll costs are funded before delivery. A deposit or reserve may apply because of risk, termination obligations, provider terms or contract; when applicable, it is disclosed before onboarding.
The proposal defines currencies, conversion source or method, reference date and treatment of differences. The invoice should make the rate applied to each relevant component reconcilable.
Only when expressly included in scope. They are usually additional items because they depend on nationality, category, documents, authorities, route, family and providers. Authority decisions and timing are never guaranteed.
The contract label does not settle classification. Autonomy, control, integration, duration, exclusivity and the reality of the work must be assessed before selecting the model.
Minimums, any volume tiers and mid-month joiner or leaver rules are defined in the proposal. AKIU does not assume a universal public minimum.
Planning starts after the structure and file are validated. Timing depends on the contract, payroll data, medicals, benefits, immigration, client approvals and third-party or authority decisions.
Termination requires review of cause, contract, service, notice, compensation, final pay, documents and asset return. Cost and timing are validated before execution whenever the case permits.
Employment model, headcount, compensation and benefits, sector, location and work pattern, nationality, duration, payroll complexity, integrations, SLA, risk and add-on services. The proposal shows the factors applied to the case.
The activation event, mid-month joiner and leaver rule, any pro-rating, suspension and end date are specified in the proposal. No universal rule is assumed.
Billing unit and period, included services, add-ons, employment costs, third parties, taxes, FX, deposit, validity, assumptions, exclusions, SLA and approval workflow.
The proposal confirms the contract currency, available account and payment method, calendar, bank charges and FX treatment. These conditions depend on the entity, contract and active channels.
Laws and guidance may change. Always consult the applicable official version and validate the case before making an employment, tax or immigration decision.
Share the entity, role, nationality, location, duration, headcount, salary and target date. AKIU will confirm the model, responsibilities, required information and next step.
